On 13 February 2014, Representatives from the six Member Countries of TIPH (Denmark, Italy, Norway, Sweden, Switzerland and Turkey) assembled in Hebron for a Capitals’ Meeting
On 13 February 2014, Representatives from the six Member Countries of TIPH (Denmark, Italy, Norway, Sweden, Switzerland and Turkey) assembled in Hebron for a Capitals’ Meeting. This bi-yearly meeting had initially been scheduled to take place in December 2013 but was postponed due to the snow storm and difficult weather conditions prevailing in the area at the time.
The Representatives were briefed about recent developments within TIPH’s Area of Responsibility, as well as about the current political situation. Strategic, operational and management questions concerning the Mission were also discussed. Furthermore, the follow-up of the various reports submitted by TIPH to the Parties was among the issues raised.
After the meeting, the Head of Mission, Mrs Christine Fossen, invited participants to a luncheon with TIPH’s staff at their Headquarters. The Representatives then took a tour of downtown Hebron. This allowed them to directly observe some of the latest developments and trends in the city, as well as to be informed of the Mission’s concrete work in the area. In particular, they visited some of the city’s neighbourhoods affected by construction work or structural alterations falling within the mandate entrusted to TIPH by the 1997 Agreement between the Israeli and the Palestinian Authorities. The areas visited included Wadi Al-Hussein, Al-Shuhada Street and Tel Rumeida. In addition, freedom of movement of both the affected population and TIPH observers was among the issues raised.
The Capitals’ Meeting is the main decision-making body for TIPH’s Member Countries. It consists of representatives of the different ministries involved at the national level, as well as diplomatic missions present in the area. The Meetings take place, on a rotating basis, in Hebron and in one of the Member Countries’ capitals. The next Capitals’ Meeting will be hosted by the Italian Government in May 2014.
