The opening ceremony was attended by the Palestinian Prime Minister, Dr. Salam Fayyad. Representatives from diplomatic missions in Palestine and from the donors of the project were also present.

— I am proud to stand here today at the opening ceremony, to witness what can be done if we take our dreams seriously. We dreamt about creating something wonderful and lasting for this under-developed and over-populated area. This dream has now turned into reality. This centre will be a place where new dreams and new visions can be born, and above all, a new hope, said TIPH Head of Mission, Einar Johnsen at the opening ceremony.

The Hebron Municipality, who will be running of the Centre, has decided to name the wrestling hall and the swimming pool in honour of Turgut Cengiz Toytunç and Catherine Berruex, the two TIPH observers killed outside Hebron in March 2002.
