Temporary International Presence in the City of Hebron

TIPH is a civilian observer mission in the West Bank city of Hebron. TIPH reports on breaches of the agreements on Hebron and human rights law, and presents its findings to the member countries and to the Palestinian and Israeli authorities.

 
 

TIPH Head of Mission meets with Palestinian President

An important part of TIPH work involves meetings on different levels to make the situation in Hebron known. The Head of Mission meets with stakeholders to raise awareness and discuss solutions. Recently TIPH Head of Mission met the Palestinian President.
 

Six years since two TIPH observers were shot dead in Hebron

On March 26, 2008 TIPH commemorates the tragic deaths of two of its members. Six years ago, Catherine Berruex from Switzerland and Turgut Cengiz Toytunç from Turkey were shot and killed on Road 35 just outside Hebron. Hüseyin Ozarslan from Turkey was injured. (Hebron 25.03.2008)
 

Increased violence around newly occupied house in Hebron

TIPH reminds the Israeli authorities of the violence that has followed the occupation of the house on Patriarchs’ Hill / Al Ras in Hebron. In this respect TIPH again urges the Israeli authorities on all levels to take necessary measures to evict the occupants.
 

Change of command in TIPH

Brigadier General Roy C. Grøttheim is replacing Karl-Henrik Sjursen as Head of Mission for the Temporary International Presence in Hebron (TIPH) on the 7th of February. Mr. Sjursen leaves the mission as scheduled after serving one year as Head of Mission.
 

TIPH endorses UN Statement of Commitment on Eliminating Sexual Exploitation and Abuse

On 25 January 2008, the Temporary International Presence in Hebron (TIPH) submitted a "Statement of Commitment on Eliminating Sexual Exploitation and Abuse by UN and Non-UN Personnel" to the UN Under-Secretary-General for Peacekeeping Operations in New York. The statement had been officially endorsed by Head of Mission Karl-Henrik Sjursen's in a signature ceremony in Hebron earlier.

The Temporary International Presence in Hebron (TIPH) opens a new toll free phone line for people in Hebron to call when they want to report an incident. Through the 1-800 100 600 number there is always an Arabic speaking international observer available. (Hebron 15.01.2008)
 

TIPH releases opinion poll

The Temporary International Presence in Hebron (TIPH) commissioned Near East Consulting in Ramallah to conduct an opinion poll in Hebron. Over 800 persons were asked about their attitudes towards TIPH, their concerns and hopes for the future in the survey conducted by phone. (Hebron 21.12.2007)
 

113 roadblocks, closures and checkpoints in Hebron

TIPH has performed a comprehensive overview of closures, roadblocks and checkpoints constructed by the Israeli army in Hebron and calls on the Israeli authorities to remove a number of these barriers as a first step in a renewed effort. (Hebron 16.12.2007)
 

Tony Blair visits TIPH

Tony Blair, the Mideast envoy for the Quartet, visited Hebron and the Temporary International Presence on the 10th of October. He was briefed on the current situation in Hebron and expressed his appreciation for the work TIPH does in the city. (Hebron 10.10.2007)
 

Activities in the old city of Hebron during Ramadan

For the second year in a row The Temporary International Presence in Hebron (TIPH) sponsors the flour used for traditional Ramadan sweets and bread made in the bakeries of the Old Souq of Hebron. The number of bakeries that take part in the program have almost doubled this year to 15 bakeries. (Hebron 12.09.2007)
 

Legal awareness workshop at Hebron University

On Saturday 18th of August TIPH is continuing the campaign in Hebron to raise awareness among the Palestinians regarding legal rights under occupation by hosting a legal awareness workshop at the Hebron University. (Hebron 17.08.2007)
 

Major campaign to raise legal awareness under occupation

The Temporary International Presence in Hebron conducts a major media campaign to raise awareness among the Palestinians regarding legal rights under occupation. During the campaign leaflets are handed out with information on procedures at the police, how to report crimes, how to appeal and what rights apply in occupied territory. TIPH also airs radio commercials during the period, encouraging people to use the legal system and stand up for the rights they have. The material is also made available on-line. TIPH welcomes the eviction of illegal occupants from the wholesale market in Hebron

TIPH opens additional office in the Old City of Hebron

The Temporary International Presence in Hebron (TIPH) will open a new office in the heart of the Old City of Hebron in the coming weeks. The office on Salah Al-Din street, just next to the municipal square, will serve as a point of contact and offer a possibility for the residents in the Old City to more easily reach TIPH. TIPH encourages IDF to open closure at the municipal square

On the 30th of June 2007 several shops opened in Bab Al-Baladiyye for the first time in over six years. It is an initiative that TIPH welcomes as it brings back life and commerce to the old city. To support the effort TIPH encourages the Israeli army to remove one roadblock at the municipal square. This would make a clear difference for the reopened shops. (Hebron 30.06.2007)

Israeli settlers occupy Palestinian building in Hebron

In the early evening of 19 March 2007, TIPH observed approximately one hundred Israeli settlers occupying an empty Palestinian building at Patriarchs' Hill in Hebron, claiming they had bought the house. A Palestinian man also claims he is the owner of the building and that he had to take necessary measures to verify the legal ownership of the property. As long as the ownership is disputed, no one should be allowed to take possession of the house. (Hebron 20.03.2007)
 

International observer assaulted

A Swedish member of TIPH was rushed to hospital after being hit by a big stone in his head outside a Jewish settlement in central Hebron on the 5th of March 2007. TIPH condemns this act of aggression against one of its members and urges the Israeli authorities to take action. (Hebron 06.03.2007)
 

New Head of Mission for TIPH

Karl-Henrik Sjursen is replacing Mr. Arne Huuse as Head of Mission of TIPH on the 2nd of February 2007. He will lead a group of 58 civilian observers from six countries. Mr. Sjursen served as Head of Mission of TIPH in 2001. (Hebron 02.02.2007)
 

Harassment is not an isolated incident

The verbal harassment of a family in Hebron that is shown in a recent film distributed in media is not uncommon. Arne Huuse, Head of Mission for TIPH, points out that a large number of TIPH reports are concerning Israeli residents being violent and harassing Palestinian residents. (Hebron 11.01.2007)
 

10 years of international presence in Hebron

On the 1st of February 2007, The Temporary International Presence in Hebron (TIPH) marks its 10 year anniversary of operation. Empowering teachers in Hebron

TIPH is currently sponsoring education and training for kindergarten teachers in the Tariq ibn Ziad and Old City areas of Hebron. The over 90 hours of training includes techniques for teaching kids mathematics and writing in kindergarten; how to use music in education; how to plan teaching and different teaching skills and means. Speaker of the Norwegian parliament visits Hebron

The speaker of the Norwegian Parliament Thorbjorn Jagland visited TIPH in Hebron on November 25. He was here, together with two other high level representatives from the parliament, to inform himself of the situation in Hebron. (Hebron 27.11.2006)
 

Swiss Secretary of State visits TIPH

The Swiss Secretary of State Michael Ambuehl, together with two Swiss ambassadors and the Head of the Swiss representative office in Ramallah, visited TIPH in Hebron on the 14th of November 2006. During a visit to the old town of Hebron the Secretary of State was briefed on the current situation by the Swiss members of TIPH. (Hebron 14.11.2006)
 

People returned to the Old City during Ramadan

During the holy month of Ramadan, TIPH sponsored several bakeries in the Old City Market in Hebron. Over 25 000 kilos of flour was bought and handed out to bakeries allowing them to sell traditional Ramadan sweets and bread at half price. (Hebron 04.11.2006)
 

TIPH celebrates the forthcoming Ramadan with the children of Hebron

On 19th of September TIPH invited the children in Hebron to the Friendship garden in the Old City to enjoy games, music and sweets. More than 200 children celebrated the soon-to-come holy month of Ramadan together with TIPH observers. (Hebron 19.09.2006)
 

Palestinian Police Force National command visiting TIPH

On Thursday 7th of September, the PPF National command visited TIPH Headquarters in Hebron, together with the commanders of the various branches of the PPF in Hebron district.
 

New Head of Mission for TIPH

There will be a change of Command at TIPH on Friday 28th July. Mr. Arnstein Overkil shall be leaving the TIPH Mission at the end on July, having served 12 months in this position, which has been his fourth term as Head of Mission for TIPH. Mr. Arne Huuse, also from Norway, will take over the position as Head of the TIPH Mission, which will be his third term at TIPH. He served as HoM in 1998/1999 and in year 2000. (Hebron 29.07.2006)
 

Safer path to Qurtuba School

The workers outside the Qurtuba School are putting the final touch to the path leading to the school. It has been a long project with many obstacles. Where there was just a muddy path before, a stone and concrete walkway now helps the children of Qurtuba School get to and from their studies.
 

TIPH supporting trade in Hebron Old City during Ramadan

TIPH will sponsor the flour used for traditional Ramadan sweets and bread made in the bakeries of the old market of Hebron. TIPH will supply the bakers with 18 000 kg of flour, allowing Hebronites to purchase these products at half price during Ramadan. TIPH wishes to encourage all Hebron citizens to visit the Old City and its markets, their relatives and friends living there. TIPH hopes that this will contribute to enhance the return of normal life in that part of the city.
 

TIPH encouraging the Israeli DCO to let workers repair infrastructure in H2

The Fakhouri Family living in the H2 area was recently allowed to have their water pipe repaired, after having to cope with a damaged water pipe for more than two weeks.
 

TIPH currently operating with reduced personnel

TIPH at present consists of 39 observers. TIPH conducts patrols in the area of responsibility on daily basis.
 

TIPH funding summer camps for 1000 children in Hebron

More than 1000 children from the old city, Bab al-Zawiyee, Tariq ibn Ziyad, Jabal al-Jawhar, Abu Sneina and Haret Al-Sheikh will be able to enjoy TIPH-sponsored summer camps in Hebron in the coming months. Sport, culture and education will be the main focus of the activities. The summer camps are organized in cooperation with various organizations in Hebron and are free of charge for the children. Meat and bulgur was 30th September served to the people in the Old City of Hebron by Deputy head of Mission, Mr. Alessandro Mappa of TIPH, together with other TIPH members.
 

TIPH sponsoring safer path for school children in Tel Rumeida

The Temporary International Presence in Hebron (TIPH) has funded a new stairs and a tiled path for the Palestinian children at Qurtuba School in Tel Rumeida. The background for the project is the hazards the schoolchildren and teachers face when they pass the Israeli settlement of Bait Hadassah every day on their way to school. TIPH supports Ramadan Soup Kitchen in Hebron

Yesterday, hundreds of people queued outside the Ibrahimi soup kitchen in Hebron waiting for food that will feed their families during the Holy month of Ramadan. The meal was donated by the Temporary International Presence in Hebron (TIPH). (Hebron 29.10.2005)
 

Puppet theatre in Hebron

TIPH supports puppet theatre shows in the H2 area of Hebron and in the border area to H2. The play is called Butto in Hebron and is performed by an actor from Ramallah, Nidal al-Khatib. (08.12.2003)
 

Shoe distribution in Hebron

This year the TIPH will be handing out approximately 900 pairs of shoes to children from different parts of the H2 area of Hebron. The shoes that are distributed are made in Hebron. They will be distributed through the Women Program Center at the end of Ramadan, starting from the 15th of November in order for the children to be able to wear the shoes during Eid al- Fitr. TIPH resumes patrolling

TIPH resumed patrolling in Hebron today, after having made two reconnaissance trips yesterday. Observers have been allowed freedom of movement in most areas, only stopped when there has been an ongoing operation by the IDF. (01.05.2002)
 

IDF reoccupies the Palestinian controlled part of Hebron

The Israeli Defence Forces (IDF) entered and took control of the Palestinian administered H1 area of Hebron last night. TIPH was given warning just before the operation. (29.04.2002)
 

Funeral of Ms. Berreux and Major Toytunç

TIPH members Catherine Berruex and Turgut Cengiz Toytunç will be buried this week. Details regarding the tragic shooting on Tuesday 26th of March are still uncertain. Two TIPH members killed near Hebron

Yesterday on 26 March at approx. 20:20 hrs two TIPH members were killed and one injured in a shooting incident on Bypass Road 35 near Halhoul Bridge. The killed were observer Catherine Berruex from Switzerland and Deputy Head of Operation Division Turtug Cengiz Toytunç. (Hebron 27.03.2002)
