Temporary International Presence in the City of Hebron

The TIPH is an international civilian observer mission. The TIPH assists the parties in the normalisation of the situation in the city and reports on their efforts and the breaches of the agreements on Hebron and international law. TIPH reports to the Palestinian and Israeli authorities and to the six member countries.

Legal Office

The Legal Office provides legal advice to the Head of Mission and assists the TIPH’s divisions in all legal matters that arise in their work.

The primary responsibilities of the Legal Advisers are to provide the legal basis for the mission’s observations, and to assess the TIPH's reports under international humanitarian law (IHL), international human rights law (IHRL), and the agreements on Hebron.

The Legal Advisers also train the mission members regularly on issues relating to IHL and IHRL that arise within or affect the TIPH’s Area of Responsibility. In addition, the Legal Office supports local rule of law projects by, for example, participating in seminars and giving lectures.
