Temporary International Presence in the City of Hebron

TIPH is a civilian observer mission in the West Bank city of Hebron. TIPH reports on breaches of the agreements on Hebron and human rights law, and presents its findings to the member countries and to the Palestinian and Israeli authorities.

 
 

Settler Violence

Tel Rumeida settlement in Hebron.Israeli forces, including the police, have an obligation to intervene and stop violence, harassment and damage to property whenever they see it and whoever is doing it.

> The IDF and the police are charged with maintaining order and security and protecting the safety of all persons.

A soldier who witnesses a crime done by a settler is obliged – by standing orders from the central IDF command – to intervene and to call the police immediately. If he doesn’t, he can be reported and subject to disciplinary sanctions.

If settlers attack you, damage your property or harass you – or if you witness such acts – you have the right to make a complaint to the police. Settlers are subject to the law of Israel.
