Temporary International Presence in the City of Hebron

The TIPH is an international civilian observer mission. The TIPH assists the parties in the normalisation of the situation in the city and reports on their efforts and the breaches of the agreements on Hebron and international law. TIPH reports to the Palestinian and Israeli authorities and to the six member countries.

 
 

Work in TIPH

The TIPH is a civilian observer mission operating in Hebron. The mission work with a mandate within its area of responsibility (AOR), agreed upon by both the Israeli and Palestinian authorities.

The mission is lead by Norway and consists of members from Norway, Italy, Sweden, Denmark, Turkey and Switzerland. Hence, only citizens from the abovementioned countries may be employed with the TIPH.

The mission members have various backgrounds, ranging from staff members with police or military backgrounds, Arabic and Hebrew speaking staff, academics to staff with specialisations in other fields, such as health care, logistics and transportation.

All members are seconded to the TIPH by their Ministries of Foreign Affairs for periods of minimum six months, with the possibility to extend.

All TIPH members enjoy diplomatic immunity and cannot be searched or arrested. To be visible within AOR, the TIPH members wear uniform and the cars are marked with the red and white emblem of TIPH.
